Julian Leff è l'autore di riferimento della psichiatria transculturale, materia ritornata in auge sull'onda della «riscoperta dell'etnico» e che conta ormai cattedre di insegnamento prestigiose anche in Italia.
Osservare popolazioni di terre lontane comportarsi in modo strano, e a volte incomprensibile, presenta un innegabile fascino. Siamo indotti a riflettere su quegli aspetti del nostro comportamento così radicati nella nostra cultura da essere ritenuti naturali. Quando ad esempio si osservano gli indù bruciare in pubblico i loro morti e spargerne le ceneri nel fiume, sorge il dubbio che la nostra abitudine di sotterrare i morti, possa essere considerata dagli indù una pratica altrettanto strana. Tale dubbio risulta ancora più evidente analizzando le manifestazioni delle malattie mentali, frequenti in tutte le società umane, la loro frequenza e decorso e il modo in cui vengono trattate nelle diverse culture. Ed è proprio questo osservare che ci induce a riflettere su quegli aspetti del nostro comportamento così radicati nella nostra cultura da essere ritenuti naturali.
Nell'ambito della psichiatria transculturale, Julian Leff si è interrogato su cosa si possa considerare mentalmente anormale, e se sia possibile determinare degli standard assoluti di anormalità.
Esaminando la situazione delle malattie mentali in una molteplicità di culture diverse, ha messo in discussione tutti i taciti assunti di questa branca della medicina: ha mostrato come esistano prove di caratteristiche umane universali nell'ambito della schizofrenia che «risulta essere riconoscibile con le stesse caratteristiche nelle più diverse culture», e come queste siano altrettanto valide e importanti delle differenze e delle variabili culturali.
L'autore
Julian Leff è professore di Social and Cultural Psychiatry all'Institute of Psychiatry di Londra. Membro del Medical Research Council, ha svolto la propria ricerca nel campo dell'influenza dell'ambiente familiare sulle malattie psichiatriche e non, dei fattori sociali della schizofrenia in una prospettiva psichiatrica transculturale e delle minoranze etniche. Ha insegnato presso lo University College Hospital (Uch) e il Maudsley Hospital; nel corso della sua lunga carriera, ha pubblicato più di duecento articoli, numerose pubblicazioni e nel 1976 ha ricevuto il premio Starkey della Royal Society of Medicine per il suo straordinario contributo alla ricerca psichiatrica, mentre nel 1999 gli è stato conferito il Burgholzli Prize.

Competition Overview
The European Congress for a World Culture Forum will take place in Dresden / Germany from 26th of February until 1st of March 2009 with 500 experts and guests from all over Europe. The congress will be held under the topic »Culture is more – Europe in the Mirror of its Cities«. The Future City Youth Contest is looking for your expectations and ideas regarding the European city of the future that will then be integrated into the discussion at the European Congress 2009. Present us your ideas by means of artistic forms of expression!Main Idea of the World Culture Forum
The European Congress is considered an intermediate step on the way towards a first »World Culture Forum«, which we are planning for 2010. As the World Culture Forum understands it, culture does not only include arts, but also many other areas of our society such as politics, religion, science, education, economy etc. All these parts of culture are regarded as equal, because they are all of the same importance for the development of the society. Nowadays, however, it seems that the economy has pushed aside all other areas of culture. This cultural imbalance shall therefore be discussed during the congress in 2009.Because the city – as a synonym for the concentration of social processes and a microcosm of a society – includes all parts of culture, we have chosen »Culture is more – Europe in the Mirror of its Cities« as topic for the European Congress for a World Culture Forum.
Background of the Competition
According to the estimation of the UN, 5 billion people will live in cities by the year 2030. That is about 60% of the world population. There are many ideas, hopes and concerns how these cities, especially the European cities, will look like. What will the future hold for the city and how will the cities of Europe change? Will the problems that we are nowadays confronted with in our cities – think of social inequality, disadvantaged resi-dential districts, pollution etc. – intensify or will we and future generations be able to solve them?
It is indisputable that the economical, ecological and social strains are high and will rise constantly in the future. Conflict potentials, however, stand vis-à-vis positive visions
of creative cities, the green city or the city of tolerance and social balancing.
Question and Objective of the Competition
Against this thematic background we are interested in how you, as the young genera-tion, imagine a sustainable European city that is worth living in and viable for the future. Which solutions do you suggest for the existing problems of the city? Do you think that especially the European city will be able to rise to current and future challenges without losing its identity? Does in your opinion the European city have a future at all or will it disappear as a potential form of human coexistence and social life?
Task of the Competition
It is your task to realise and present your ideas for the future of the European city creatively and innovatively using artistic forms of expression.- Consider existing problems of the city and find balanced solutions for these problems which can e.g. include and connect the following areas of culture: communication, education, science, sports, arts, architecture, urban planning, inner-city social life (city sociology), leisure time facilities , technology, ecology, supply system, transit and transport system, economy etc.
- Realise your projects by means of graphic arts, painting, sculpture, photography, film, video, internet artwork, music, theatre and/or dance and digitise it (as picture, graphic, scan, digital photo, video or sound etc.) in order to send it to our e-mail address.
- If you use language (in verbal or written form) within your project, it has to be in English or German. Contributions that consist of mere text (such as essays, poems etc.) will not be accepted.
Be critical, be creative and think crosswise – move your city!
We are looking forward to creative ideas and innovative proposals. We are curious about sustainable concepts and attractive and intelligible presentations.
Eligibility Requirements
- all young people aged between 15 and 25 years who have their primary residence in one of the member states of the Council of Europe can participate
- a team may consist of three people maximum
- the project or contribution submitted has so far neither been published in the press nor granted an award in the context of other contests or exhibitions
Procedure for the Submission of your Project

Jury Criteria
The members of the jury will, above all, evaluate the idea of your project and not primarily your artistic performance or achievement. They will assess the way you approached the topic and the problem respectively, the creativity and power of innovation of your work, the interdisciplinary nature of your work as well as the form of your presentation within the medium chosen.Prizes and Award Cermony
In December 2008 the jury will choose the three best contributions from all projects that have been submitted. These three teams win the participation in the European Congress for a World Culture Forum in Dresden (26th of February until 1st of March 2009) worth of 2.000,– Euro per person . The prize inculdes a three day workshop, which will take place from 23rd to 25th of February 2009 (participation compulsory) in order to prepare the presentation of your project at the congress, as well as an extensive cultural programme. The three best teams will be announced and invited until 15th of December 2008.After the presentation of the three best projects at the Congress 2009 the jury will choose the very best contribution. The selected team wins a four week stay in Dresden to learn German at the Goethe-Institut Dresden or optionally a French course at one of the German Instituts Français. The winner team of the Future City Youth Contest will be announced during a festive event at the European Congress for a World Culture Forum 2009.
